You might want to look into the availability of options, in general, on stocks that are newly listed on NYSE.
My research from a month or so ago (not specific to Standards 3 or 4a) is that options will not be available for 3 months after the initial listing date. However, you will want to confirm that understanding.
Moreover, it is important to note that not all stocks have options, and not all stocks with ordinary options also offer LEAPS.
