My best guess for an explanation: P2O works very well under ideal conditions. Big money has paid for top notch engineers to take the processor the last mile. Or not. The assumptions referred to in that statement were related to being able to fix the technological issues. Big money must have been given reasonable assurances that the issues could be resolved.
