Cats imo LUX would NEVER have allowed the activation of the
FUNDS unless they were 100% confident PHIL was going to
be able to get its FINs completed.
So whether its end of this month or early July as Henry stated
in the CC the FINS r going to get done, and that will be the
catalyst event for LUX monies released this summer and
PHIL projects beginning.
