That is true. Also you build the website on a development server and developers local pc. I do it all the time that way.

You set up the production web server, register the dns, get your sites certificate so https secure calls are made and install it on the website.

All done without anyone seeing anything.

Then just deploy the code to the web server hosting your site and you are now live.
