No, we were NOT told we would see it in May. We were told that the ESTIMATED development time was on the order of 60 days.
It is blindingly naive to think that all that has to be done to move the DC manure pile is show them a working device. There are a lot of ponies adding to the pile and bureaucrats are notorious for sitting on their hands when they are overwhelmed by things they don't understand. The confused mind always says "No." And that is if we assume that everyone is working diligently in good faith. That would also be naive.
