If we go on the assumption that Henry has to travel for the fund activation to occur, then the first possible day he could fly to Luxembourg would be June 15th. That is when the EU will remove travel restrictions for non-EU countries. That is if Luxembourg does not extend them itself. There is also the possibility they could still require a 14 day quarantine for international arrivals. I think late June/early July would be a more realistic timeframe than the first two weeks like stated in the CC.
