I believe so. I am also thinking lack of funding has something to do with this as well. There was a bit of optimism and overstatement as always with Joe, it's the marketing in him, I guess.

But, they got this far at least. If they announce the funding, I will be a bit more relaxed because then they can go full blown on all of this and get everything done.

I'm a bit surprised that someone like one of their partners they are currently working with is not stepping up and helping with the funding. There are some deep pockets in that area.
