I think you are misinterpreting the numbers.
Take today’s numbers:
FINRA short sales of NTEK
20200520|NTEK|80476|0|98141|O
82 % of today’s volume was short sales
So the total volume the MM’s showed today was 98,141 shares and of that volume they naked short sold 80,476 shares or 82% so besides the purchase of 75,p00 an additional 5,476 shares were purchased that the MM’s did not have so they naked short sold them.
