I've got the feeling that FDA recommended this trial to CytoDyn because it 's planned to be held in a number of hospitals as well as Mexico and the UK. Remember that FDA only gave emergency approval for remdesivir, and they are fully aware of it's limited efficacy and usability for patients with renal, cardiac and liver issues. FDA needs something better and they know it.
