An S1 was submitted on 12-12. It was essentially blank in some of the most important areas (number of shares capital structure)
I do not know but I would GUESS that this submission was rejected and they were told to resubmit when it is complete which was on 2-18.
I could be wrong on that but I think so because the 12-18 filing would be an S1/A if it was an addendum to the original submission.
