Euthanizing people is a strong term fraught with multiple levels of meaning to different people.
I expect it was an allusion to the situation in parts of Italy and Spain where there were inadequate treatment resources - such as ventilators - and doctors had to triage the mass of patients to determine who had the best chances of pulling through (and should be given the resources) Versus those who would simply be made comfortable as they were dying. Many other countries have been worried about their medical systems becoming overwhelmed by covid-19 cases.
