I may be wrong, but I believe that doctors may be blocked from using an unapproved drug under general compassionate use guidelines unless they use HCQ or rem. first. They can use leronlimab first if they get prior approval each time under the EIND. Effectively the presence of HCQ and Rem blocks the use of Leronlimab as a go to drug. That is why the compassionate use designation is better.
