Its probably based on current SP and all the money he's gonna need not just to uplist, but to pay for planned expenses. This is why the shorts and BP are going to do all that they can to keep the SP down. This is my biggest concern. Its an uphill race against opponents who get to lie, cheat, steal, and worse....good things are ahead so long as we can make it there (mostly) intact.
