The OTC is heavily influenced by emotion. Shorts prey on it.
One more time, my initial reply was to the other poster (hence I replied to him, not you) in part because he used the term "non-filing."
That term is 100% inaccurate and, quite frankly, most of us are just tired of explaining it.
