I had the same problem with Wells Fargo. Couldn't buy penny stocks through their regular brokerage. They told me I could online, so I opened a Wells Trade account which is their online platform. Finally got that done and still couldn't. Talked to a few people and the company placed a restriction on buying Univec. He didn't know why but nothing could be done. So I moved it to my TDameritrade and bought as soon as things got transferred, took about a week.

I doubt they will be able to change anything. Just letting you know in case you want to move that money to be able to buy.
