I take the bolded phrase and sentence to be Joe talking about the bad history of GNBT. Maybe he said scarred past or something.
And the “ominous” part I think is Joe talking about how the SEC can hurt companies and their shareholders by taking too long to do their job. I don’t think he was saying anything other than they need to hurry the hell up.
