USAF Tankers - Congressional Research Service Update April 20,2020.
Nothing I haven't already explained over the past 2 years but a useful summary of the KC-46A procurement debacle with ongoing problems for many years to come and huge cost compared to using contractors for elements of the overall task that will be in the request for proposals.
Relevant extracts affecting part-contracting out of air-to-air refueling:
"Further, the Air Force has recently changed its acquisition objective for the KC-46 program and its plan for the future composition of the tanker fleet."
"In January 2020, the head of U.S. Transportation Command proposed leasing tanker aircraft to increase fleet capability and “mitigate the delayed fielding of the KC-46.” Other countries use leased tankers operationally, and the U.S. Navy includes them during training.
