Pourhassan has repeatedly spoken of government funding and likely knows a lot more about it by now than publicly known.... however, he needed funds immediately and did not have them from Fed, private, institutions, warrant holders or anywhere/anyone else on April 30th when payment to Samsung was due (maybe even overdue).
