creek, it does look like they have put alot of work into getting all the pieces in order. Several manufacturers, a CRO, distribution, testing, etc. I am impressed with the detail in the PR. Yes, the market doesn't care until it says we have BARDA funding, but this is a good start.

To answer your direct question, I don't think they have been assured funding yet. They have to manufacture the sample synthetic peptides anyway.
