The EU uses CE Mark approval which is similar to FDA. Major difference is FDA requires that you prove it works and is safe. CE it just has to do no harm. (basically).

And the Russians are a little different. They take a manufacturer's FDA application, submit it to their Ministry of Health, grease a few palms and the future is guaranteed.
