With over 2M active cases around the world, and if FDA announce the only drug that can solve COVID-19 has only 20000 doses, it will turn the world into chaos (more chaos than now). Have Gilead ready first which has volume then FDA can add other drugs whatever it is. In other words, FDA is buying time.
