The PR says they're going to give an update on BLA completion, so whatever they tell us will affect the sp immediately. I'm not convinced the OTC normally halts trading, but regardless, the BLA announcement is a major milestone but not one that will warrant suspending trading. That normally happens when a drug fails or a BP has submitted an offer to purchase the company.
