Agreed. I only see one list on that page and it's for EUA approved tests. Having a list of PEUA tests serves the public no purpose as the point of that list is to identify those tests that can be used by the public.

It is doubtful that any FDA employee would send a common person a list of PEUA tests.

I think the OP may be confusing the list of laboratories with the list of tests.
