	Yes.  One director alone dropped $400k on PTOI years ago.  Had he waited, he could have 10% of PTOI today.  Who knows, maybe he continued averaging down. 
For every seller, there's a buyer and my guess is that there are some people who are big percentage holders by now. It's only a $4M market cap company so it wouldn't be hard.
Just think, for a mere $4M, someone could buy the entire company which basically gives them a pile of scrap metal and the right to owe Mr. Heddle millions of dollars more.
