Looks a bit like a structured takedown of share price.
Sometimes, as a courtesy, a large holder will tell a company it's planning to sell a lot of shares and work with the company to sell gradually, so as not to completely destroy price.
No idea if that's what's happening here, but this is kind of what it looks like when it does happen. Maybe people want out before the r/s?
At today's close, .0007, the 500:1 would bring it up to .35, not exactly the fast track to uplisting.
