I am not an expert on treatment of pulmonary problems with inhaled medications, but I do understand much progress has been made.
The link I posted discussed some of the advances which have been made and will be made in the future. The quote below is from the abstract of the paper. The paper reviews more details of preparation of inhaled pharmaceuticals including peptides for inhalation which of course is of interest if you are considering using Brilacidin as an inhaled medication.

After all many thought it would be impossible to make an inhaler for any peptide much less one much more complex than Brilacidin,but insulin was prepared as a successful treatment for diabetes. An inhaled insulin has been available for some time.

I do not believe your arguments against inhalers will have much influence on scientists seeking improved methods of drug delivery for pulmonary or systemic diseases

If IV Brilacidin is effective for treatment of Covid 19 an inhaler will be studied. If an inhaler is developed it will be also studied for a number of pulmonary disorders including asthma, COPD, bronchitis, cystic fibrosis, pulmonary fibrosis and others.
