Recently, last year, the SEC audited what was said to be all the transfer agents. The 97,000 float shown on otcmarkets.com did not change much when that happened, I'd use that number.
At these open market prices their ability to raise private money is strangled. I don't recall ever seeing any restrictions being lifted on any PIPEs over the years. The small rise in the float has likely been shares given out for compensation which I believe have no restrictions whatsoever?
