If you mean OTCX and his 25k, that is the MM for OTC Markets. IDK whether he's shorting or if they are selling long positions. My guess would be he's shorting, similar to what ASCM does after a run up.

That refreshing size is a feature of the trading software he's using. We have it on etrade pro, but it's not available for OTC stocks. His is apparently enabled, so there's no telling how many....or few....shares he has behind that.
