Generally, if a drug is near an FDA decision, most countries will not touch it until FDA gives the ok. US regulatory agencies are given far more credibility than all others in literally everything. When there is an international plane crash, the only thing that matters is the FAA ruling for example.

The only country that might decide differently is China. They are the only real customer before an FDA decision.
