Depends upon how you look at it and where you live. In the rural areas they won't have much of a need to track and trace. In the city's it's a different story. Given a choice of keeping your privacy or not means work vs no work or the worst fear scenario dying vs not dying, I think people would agree to be involved in the program. There really aren't any other options until an antidote is available.
