It because the virus is not containable, only mitigable.
Very infectious, 80% are asymptomatic, majority of the rest have mild disease. 80% of people may test negative even though exposed based on Diamond Princess as a closely contained prospective experimental group. This is not hard to understand.
In such a situation, testing does not help unless you mandate testing 330 million people twice a week, every week. Good luck with that.
We still need 60k more dead before we hit the number of dead from the 2017-2018 flu epidemic--80k dead there. Look it up.
The only option was to shut the entire border down and the economy entirely back in January. The long-term consequences of that are also potentially dangerous. That is why it is not so simple.
