My guess is they are not tied. Nader said they have 40K vials already. I believe it's two vials per shot and each patient gets one shot per week for two weeks which would be the 40k on hand if my math serves me right.

The grant would be to cover additional stock from AGC and Samsung. My thoughts only not fact by any means.
