According to the most recent open letter:
Processes are extremely slow and we just need to have a little more patience until they are able to publicly announce the agreement/cooperation/research grant with/from the US government and/or any other government or foundation in the world.
In addition, remember that statement from Todd's Email to Sam, where he stated that they have been phoning and knocking on doors from early on in the pandemic. So it could be any minute of any of these days that they will announce something exciting.
And since they are working on that vaccine already for the Chinese partners, no time is lost, if they are taking it more serious than ever to work out a potential contract. Especially in the light of the recent problems with CMF and Veneto.
