Not sure about who is using those drugs , in the most affected place of USA , NY , Hydroxychloroquine is restricted by a State Gov , it can only be use by doctors in the hospitals and ER....
and not as outpatients... ( or law just changed, that will be great for a patients )

so , to the most sick..

I understand that right now people who go to ER or are admitted are very sick , not mild-moderate...
