We need to dose 100 people that are in ICU immediately. If we can show a significant percentage that improve the FDA needs to approve this for use immediately. We do not have weeks and weeks to "test" this. When the patient population has an 85% fatality rate they shouldn't be concerned with side effects, or the exact efficacy.
