They might not have a vaccine ready until then. They already have the drugs to fight it, if they can ramp up the testing and can follow the example of S. Korea.

It's unlikely that the number of cases will organically decline, but if people can get tested soon enough, and observe the protocols they can be treated.

Anyway, none of that needs marketing, whereas SAFE does.
