Vietnam Prime Minister saying today "next 10 to 15 days will be
decisive in its fight against CV-19".
This is why I keep saying we have to wait until about MID APRIL
for things to get back on track with PHIL because since VN Gov
is partnered with PHIL projects nothing is going to happen
until VN Gov can take its focus off of CV-19 and get comfortable
with re-opening business and travel there.
