Yes, as the news release stated NNLX "was approached" by the Gov. Contractor and NNLX agreed to the deal in principle. Manufacturing would be done on a licence/royalty agreement by a third party (a good thing). Based on the immediate need and volume of N-Assay test kits required that would be the only way to go.
