i have not been able to move paper unrestricted Certs to brokerage since 2012 when Scottrade abruptly in the middle of a day said "no more". At that time they told me the shares would have to trade on a major exchange before they could accept the Certs. At other times they said share price would have to be higher. Seems like different reps had diff criteria. I think the brokerages keep lists of acceptable and unacceptable companies and we are firmly on the naughty list.
The brokers that will take penny stock Certificates charge much higher fees going in and coming out. More background paperwork about origin also. Hence tens or probably hundreds of millions of Mexus shares in Certificate form sit in drawers and file folders waiting for much higher share price and/or a move off the OTC . They are issued but untradeable for now.
