I am not a fan of girltrader, but someone deleted her post about Trump declaring a state of emergency at 3pm EST. This is said to be true. I have been listening to the news, and they are all stating that he will do so, with 1 hour left for the markets to react. Not sure why he is doing with the markets open, but I can see the DJIA is already reacting.
