I saw that! I was watching the level 2 stack. 4 offers each on bid/ask. Top of each stack was ~0.035/0.045 at 10k each. Within a half second, someone sold the ~350k down to 0.021. Looks to me like someone trading between accounts. Wants to see the share price drop while keeping their shares. A-hole.
