I am assuming that investment is tied to oil because oil is tied to financial markers and banks which provide investment. US shale has been bankrupt by the Saudis and Russians. Bankrupt shale companies can't pay back the loans. A banking crisis follows which may affect the lenders NP talked about last CC.
