In my opinion - Dr Dalton will not release anything until the market settles down at some support level which could be DOW 15,000 to 16,000 as well as the world stopping all the panic and for calm to return to the world.

The world is being "brought to its knees" with cancellation of large event after large event especially sporting events and conferences.

The world "panic" could continue through the summer - we do not know and have no idea.
