By normal definition, a carrier would mean someone who has an active case in some stage of development. That should be detectable with the N-Assay. There could be instances of a non-infected individual being able to transmit the virus due to “carrying” the virus on a surface, where it’s being projected to be able to survive for some number of days. There’s no easy way to test for that event. You can guard against it by the enacted travel bans.
PCR? Never as good for field testing and crisis-events as it is for lab research. Problem is, too many devotees off molecular biology in the CDC and NIH, to the neglect of viable alternatives.
