This is going to sound like I am a major conspiracy theory person, but w/ the FDA being a lot closer to BPs than to start up bios, maybe they put such draconian requirements on P3 trials t make sure the start ups partner with a BP and not chance doing it by themselves, thus making the BPs to have a much stronger negotiating position while partnering.
