Well, I definitively without a doubt can say that they had not had soup yet since their spoons are all untouched.....

...or perhaps they weren’t serving soup that day but still were given soup spoons...

....or perhaps they ate the soup and used the spoons and then put them back in their holders...

.....or perhaps none of them use soup spoons when they eat soup....

.....or those aren’t soup spoons at all.
