Because I am anxiously awaiting tomorrow's CC and there are no posts to read 
I went through the website and correlated PRs with CCs for the last year. Doesn't really seem to be a clear pattern but at least the last 2 involved a PR, one before the CC and the other after. Afterwards was the bigger news so perhaps not getting wind of something in the morning implies a bigger surprise for the CC?
