Per Google, PTOI's founder has had the process in the works at least since 2007.
After this long, one would think that PTOI would be able to start operating despite the efforts of the market makers, naked shorters and other evil entities, all who purportedly are working tirelessly to destroy PTOI by abusively shorting and manipulating the stock down to pennies.
