It had to be at or near that to comply with Mexican laws as well. Anyhow, it won't be long and MJ will be federally legal in both countries. Not only because the majority of the people want it, but because of the revenues these governments can add to their coffers verses throwing huge amounts of it something they will never successfully stop and creating criminals out of good people who are NOT driving messed up or doing anything other than pursuing happiness. It's all about freedoms, and we need more, NOT less!
