My thought has always been that China shut its entire country down, bulldozed boulders across roads, welded doors shut, and generally imposed a quarantine on 3/4 of a billion people because they knew something escaped from their lab in Wuhan but they weren't sure exactly what it was or what it was going to do in the general population.
